Instructions:
1. Heat oil in a medium saucepot over medium heat. Add pepper and cook 5 minutes.
2. Stir in broth and marinara sauce. Simmer for an additional 5 minutes.
3. Add Tuscan Quinoa and simmer an additional 5 minutes. Transfer to serving bowls and garnish with basil and Parmesan, if desired.
